Federal Stimulus Funding Plan
The 91论坛 has been allocated approximately $17.2 million in Federal relief funding as part of the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act and the American Rescue Plan (ARP). This Federal funding falls into several broad categories, will be available over a three-year period of time, and must be used to address needs brought about by the COVID-19 pandemic. This is a brief overview of our plan for this funding.
Federal Stimulus Funding is coming to the district in three forms:
- Coronavirus Aid, Relief, and Economic Security Act (CARES) - March 2020
- Coronavirus Response and Relief Supplement Appropriations Act (CRRSA) - December 2020
- American Rescue Plan Act (ARP) - March 2021
The 91论坛 Board of Education held a public hearing regarding the Federal Stimulus Funding Plan on Monday, June 7, 2021. The 91论坛 CSD Board of Education approved this plan at its Monday, June 21, meeting.

Below please find a brief overview of the district's plans for this funding.
The CRRSA (or Coronavirus Response and Relief Supplemental Appropriations Act) is designed to make funds available beginning on the Summer 2021 through the Summer 2024.
The 91论坛 plans to use this funding for:
Health & Safety
- MERV Air Filters
- Cleaning Supplies
- Hand Sanitizer
- Partitions/Dividers
- Clorox 360 Machines
- HVAC Upgrades (WRE)
Technology
- Wireless Internet Upgrades
- Chromebook Replacements
- Cybersecurity Enhancements
- Streaming Equipment
- Virtual Reality Equipment
The ARPA (or the American Rescue Plan Act) is designed to provide funds beginning in the Summer 2021 and running through the Summer 2025.
This funding is intended to supplement the local general fund budget – but certainly with a hard end date. If the district intends to utilize the funds for re-occuring costs, these costs would need to be rolled into future planning (especially for staffing) or ended once the funds have been used.

Learning Loss
- Instructional Coaches
- Reading Teachers
- Professional Development
- Digital Platform for Books
Other
- Summer Enrichment
- After School Programs
The Liverpool Central School District's expectations for prioritizing and maximizing these federal funds:
- Safely returning students to in-person instruction;
- Maximizing in-person instruction time;
- Operating schools and meeting the needs of students;
- Purchasing of educational technology;
- Addressing the impact of the COVID-19 pandemic on all students, including low-income students, students with disabilities, English Language Learners, and students experiencing homelessness;
- Implementing evidence-based strategies to meet students’ social, emotional, mental health and academic needs;
- Offering evidence-based summer, after school, and other extended learning and enrichment programs;
- Supporting early childhood education;
- Other areas of student performance and need.
